The Department of Labor (DOL) intends to contract using other than full and open competition to provide SmartBenefits® program for the Department of Labor National Office and the Mine Safety Health Administration (MSHA), in accordance with FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). Accordingly, the DOL intends to sole source this requirement to the Washington Metropolitan Area Transit Authority (WMATA), 600 5th St NW, Washington, DC, 20001-2610 for a base period of one year and four option years. Specifically, these services are essential to Office of Human Resources (OHR) mission to utilize WMATA’s SmartBenefits® program in the monthly distribution of transit subsidy benefits to employees.
