TITLE: The Department of Labor’s Human Resource Office (HRO) Transit Subsidy Benefit Program Transit Fare Media Program Requirement DESCRIPTION: Sources Sought Notice/Request for Information (SSN/RFI)-Please note this is posted on GSA and SAM.gov. Only one (1) submission is required. The Department of Labor seeks a provider that is able to provide transit fare media for use by its employees on multiple public and private commuter service transportation systems in the Washington, DC metropolitan area. Below are some of the requirements that DOL is looking for in a provider. The list is not exhaustive and DOL is open to various methods of delivering the requested services. BASIC SERVICES REQUESTED The contractor should be able to provide electronic fare media (smart benefits) which may be used to pay for transit fares any of the local area commuter service providers as employees commute to work. Services provided should meet or exceed the following: Transit fare media shall be free from defects and fully operational upon receipt by DOL. Vendor shall ensure that the appropriate monthly transit benefit amount is available for each applicable employee electronic fare media card to download in a safe and timely manner. Vendor shall provide DOL OHR with a monthly report of the value-added and deducted to each employee’s smart benefits accounts for employees who use the electronic fare media card to receive transit media as part of the DOL national office transit benefit program. Vendor shall provide for those DOL employees using the smart benefits system the initial registration and electronic fare media cards as requested by the national office transit subsidy coordinator. On a monthly basis, the vendor shall electronically increase individual smart trip cards by the dollar amounts provided by the DOL national office transit subsidy benefit coordinator or designee and at the end of the month, deduct any unused benefits and return them to the employer (DOL). The Contractor shall provide quick reaction to modifications of, additions of, and/or deletions of, tasks resulting from requirements placed upon it by the Government within 10 business days. Work shall begin upon the effective date of the contract. Vendor shall provide training on the electronic fare media system when applicable when enhancements and/or any other changes are made to the system either via web-based training or in-person training at the DOL. Therefore, this Request for Information (RFI)/Sources Sought Notice (SSN) is being used to verify qualified sources and obtain capabilities and other market resources to identify vendors interested in being considered to provide basic health care services. This notice is issued solely for information and planning purposes. It does NOT constitute a Request for Quote (RFQ) or a promise to issue one in the future. This notice does not commit the Government to the acquisition of any supply/service. This notice is not to be construed as a commitment on the part of the Government to award a Contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with the submission of the information being requested or reimburse expenses incurred for responses to this notice. Interested parties are responsible for adequately marking proprietary, restricted, or competition-sensitive information contained in their response. REQUESTED RESPONSE: Provide a company description, discussion of company capabilities, and general summary of approach to accomplishing the requirements addressed within the draft PWS. Descriptions of services should include the length of time (from date-to-date) in which exact or similar services were provided and to whom (names of public or private entities and the city/state in which performance occurred). Furthermore, please address the following questions: What transit fare media do you provide? (ex: SmarTrip) By which public and private commuter service transportation systems in the Washington, DC metropolitan area is your transit fare media accepted? Does utilization and/or scale affect your pricing? If so, how? What type of contract do you prefer for this type of requirement and why? Would your company be able to commit to a multi-year contract with DOL to provide transit fare media services to support the DOL Transit Subsidy Benefit Program. Provide a rough order of magnitude for the annual base contract cost and total contract value assuming a base plus four option years. The Department of Labor, on behalf of the Office of Human Resources (OHR), intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Contract in support of the Transit Subsidy Benefits Program in the Washington DC metropolitan area to Washington Metropolitan Area Transit Authority (WMATA), 600 5th Steet, NW, Washington, DC 20001, under the authority of FAR 6.302-1 which states, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The DOL requires transit fare media for use by its employees on multiple public and private commuter service transportation systems in the Washington, DC metropolitan area. The transit fare media program consists of electronic fare media (smart benefits) which may be used to pay for transit fares necessary for employees to use on any of the local area commuter service providers to commute to work. The transit fare media shall be free from defects and fully operational upon receipt by DOL. The vendor shall assure that the appropriate monthly transit benefit amount is available for each applicable employee SmarTrip card to download in a safe and timely manner. The vendor shall provide DOL OHR with a monthly report of the value-added and deducted to each employee’s smart benefits accounts for employees who use the SmarTrip card to receive transit media as part of the DOL national office transit benefit program.
