On or about May 8, 2020, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal, (RFP), for Operation of the Hartford/New Haven Job Corps Center with Outreach and Admissions (OA), and Center Transition Services (CTS). The Hartford Job Corps Center is located in 100 William Shorty Campbell Street, Hartford CT 06106; the New Haven Job Corps Center is located in 455 Wintergreen Avenue, New Haven, CT 06515. The RFP will be posted as unrestricted. The Job Corps program was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps centers which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services. The planned measure of student utilization for the center or center Onboard Strength (OBS) for the Hartford Job Corps Center is 181, consisting of 116 residential and 65 non-residential students. The OBS for the New Haven Job Corps Center is 157, consisting of 132 residential and 25 non-residential students. The contractor shall provide OA services in all of the workforce development areas in the state of Connecticut; and shall ensure the annual arrival of a minimum of 300 students to the Hartford Job Corps Center; 320 students to the New Haven Job Corps Center: and 110 students to the Exeter Job Corps Center in Rhode Island. The contractor shall also provide Career Transition Services (CTS) for all graduates and former enrollees of the Hartford/New Haven Job Corps Center, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be available on the World Wide Web at the government point of entry, (SAM.GOV)http://beta.sam.gov. The RFP will be posted as an unrestricted, will be fixed price, and will have not-to-exceed CLINS for construction, equipment, career technical skills training, and travel. It is anticipated that the resultant contract will have a two-year base period of performance and three, unilateral one-year option periods. A pre-proposal conference will be held. The date, time and place of the pre-proposal conference will be identified in the Request for Proposal, (RFP). It is recommended that potential offerors download and read the RFP from the web site prior to attending the pre-proposal conference. All questions must be submitted in writing and will be addressed via an amendment to the RFP. Due to the ongoing COVID-19 pandemic, an in-person pre-proposal conference will NOT be held for this requirement. Instead, a link will be provided to access a video, which will provide a view of the various center facilities and additional information will be included via attachment(s) to the RFP. Prospective offerors are encouraged to view the video and review all available information prior to submitting a proposal.
