Synopsis The U.S. Department of Labor (DOL) seeks the services of a qualified Service Disabled Veteran Owned Small Business (SDVOSB) to Complete the Construction of New Welcome Center at the Keystone Job Corps Center in Drums, Pennsylvania. The project is to provide design and construction services to complete construction of the Welcome Center at the Keystone Job Corps Center, Drums, PA. The project was a training opportunity for the center’s Building Construction Technology students, but construction was suspended and the facility remains incomplete. Design of the facility was finished in 2009 and original construction drawings are available at http://www.solicitationattachments.com/keystonewelcomecenter. Currently, completed construction includes only the building’s 2,600 gross square feet envelope, rough in of interior walls, nominal mechanical, and limited electrical and plumbing. Placement of various exterior concrete slabs was also finished but may not be adequate. The underground sanitary sewer system was installed as part of the construction and must be validated as adequate and code compliant. Limited reporting in the sanitary system’s installation and condition is available. The work includes, but is not limited to, miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting. The design-build project when complete will produce a code-compliant, fully functional facility. Period of Performance NTP to Substantial Completion: 372 calendar days NTP to Contract Completion: 402 calendar days Evaluation Factors The prime evaluation factor is as follows: 1. Prime Vendor’s Experience/Past Performance The sub evaluation factors are as follows: 1. Previous Project Experience Similar to this Project’s Size and Scope (At least 3 projects within the last 5 years). Provide location and the project (City, State), the project value, and a brief and concise description of the project scope. 2. Prime Vendor’s Project Superintendent Experience of Projects of Similar Size and Scope (At least 3 projects within the last 5 years). 3. Safety Prime Vendor’s OSHA certification credentials. Bid Guarantee A 20% bid guarantee is required for this project. Original bid bonds must be received by the proposal due date or the proposal will be considered nonresponsive.
