ETA’s Office of Workforce Investment (OWI) is seeking information from qualified contractors to support ETA’s efforts to provide expert-led technical assistance, training, and communication for workforce development activities. Examples of workforce development activities include: WIOA implementation; career and training services for adults, dislocated workers, and youth; program governance, policy, and administration; career pathway development; business services; serving targeted populations, such as veterans, people with disabilities, low-skilled adults; sector strategies; front-line services; braided funding; partnership development and collaboration; and strategic leadership. The contractors shall be responsible for providing a wide range of analysis and critical subject matter expertise on workforce development issues, and for supporting improvements in the public workforce system’s capacity to provide quality services. The Contractor shall support ETA by developing and delivering new and/or improved technical assistance approaches and materials, supported by evidence-based practices and specific expertise, designed to improve the performance of workforce development system specialists that result in improvements in workforce investment system activities and outcomes. These approaches and materials must relate to measurable outcomes.
