THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT TO BE MISCONSTRUED AS AN INVITATION FOR BIDS (IFB). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). The extent of the work will be described in the solicitation, which will follow at a later date. Description The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business firm to for the various centers listed below: Center Name and Address 1. Brunswick Job Corps Center, 4401 Glynco Parkway, Brunswick, GA 31525 2. Gary Job Corps Center, 2800 Airport Highway 21, San Marcos, TX 78667 3. Hubert H. Humphrey Job Corps Center, 1480 N Snelling Avenue, St. Paul, MN 55108 4. Potomac Job Corps Center, #1 DC Village Lane SW, Washington, DC 20032 5. Treasure Island Job Corps Center, 655 H Avenue, San Francisco, CA 94130 6. Turner Job Corps Center, 2000 Schilling Avenue, Albany, GA 31705 7. Woodland Job Corps Center, 3300 Fort Meade Road, Laurel, MD 20724 This requirement is to provide heating, ventilation, and air conditioning (HVAC) maintenance support at seven Job Corps Centers in support of the Department of Labor Job Corps program. Each of the Job Corps Centers has a mix of various facilities types including dormitories, vocational and educational buildings, administrative buildings, storage buildings, cafeterias and recreational facilities and a wide range of HVAC system types, sizes and ages. One-Time Tasks Assess all HVAC systems for all Center buildings and provide the following: Inventory of equipment including make/model/year Identify condition of equipment including: Immediate maintenance required Immediate repair or replacement required Assess all HVAC controls systems on Center for correct settings and operation: Identify status of control systems including: Immediate adjustments or maintenance required Immediate repair or replacement required Assist the Center to adjust controls to optimize systems Develop list of required preventive maintenance tasks and frequencies for equipment based on manufacturer’s recommendations and industry standard Incorporate the preventive maintenance tasks and frequencies into the Center’s Computerized Maintenance Management System (CMMS) Train the Center maintenance staff on proper maintenance of HVAC equipment – include hands-on training to demonstrate proper maintenance for the systems Train the Center maintenance staff on proper adjustment of HVAC controls systems – include hands-on training to demonstrate proper controls adjustments for the systems Train the Center maintenance staff on effective use of CMMS system for preventive and corrective maintenance tasks; include hands-on training to demonstrate Periodic Tasks Upon completion of the one-time tasks, visit the Center on a monthly basis to: Review any unresolved HVAC issues and provide written recommendations Assist the Center to adjust HVAC controls as needed to optimize systems Review Center maintenance practices, procedures, scheduling, and documentation and provide written recommendations At completion of the contract (1 year from NTP), present an out brief to provide a summary of all actions taken, deliverables provided, and final recommendations Deliverables Equipment inventory Equipment condition report (include immediate maintenance and repair requirements) Controls status (include immediate adjustment and repair requirements) List of preventive maintenance tasks and frequencies Training documentation that can be used during staff transition (videos and documents) Final out brief including recommendations Estimated Construction Value $2,000,000 to $5,000,000 WHO MAY RESPOND Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS code 561210 with a Small Business Size Standard of $38.5 Million dollars. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or as unrestricted competition. All interested small business firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov. SUBMISSION REQUIREMENTS All interested firms shall submit your capabilities statement via email only to ramso.bryan@dol.gov and include the notice number in the subject line. Also, include all business certifications such as 8(a), HUBZone, Woman-Owned, Service Disabled Veteran or Small Business in the information. Please do not send hard copies. Make sure to put the notice number in the subject line of the email. Responses are due no later than 2:00 PM EDT on March 17, 2020.
