The U.S. Department of Labor, Job Corps has a requirement for operating the Atterbury Job Corps center located at 3129 E. Edinburgh Street, Edinburgh, Indiana, 46124, and the Indypendence Career Development Site, is an alternate training location of the Atterbury Center, located at 135 N. Pennsylvania Street, Indianapolis, Indiana, 46204. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $47M. The Contractor shall operate the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a PLANNED On Board Strength (OBS) 510 students; the main campus of the Atterbury Center has a capacity of 260 residential male students, 150 residential female students and 0 non-residential students. The Indypendence Site has a capacity of 100 non-residential students 50 female students and 50 male students. The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 828 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center’s planned OBS (planned OBS for this Center is set out at Section C.2.C below). The Contractor shall provide Career Transition Services (CTS) for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. The Contractor shall be responsible for providing CTS services for all graduates and former enrollees within their eligibility period that separated under the prior contractor. Amendment 0001 is issued to update Section L.6. C. Pre-Proposal Conference and Section L.6. D. Site Visit of the solicitation. Amendment 0002 is issued to extend the proposal due date. Amendment 0003 is issued to update the solicitation, provide responses to Request for Clarification, and extend the proposal due date. Amendment 0004 is issued to update the solicitation, provide responses to Request for Clarification questions inadvertently not included in Amendment 0003, and extend the proposal due date. ATTERBURY JOB CORPS CENTER PRE-SOLICITATION NOTICE On or about February 9, 2024, the US Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS) anticipates issuing a Request for Proposal, (RFP), for Operation of the Atterbury Job Corps Center located at 3129 E. Edinburgh Street, Edinburgh, Indiana 46124, and the IndyPendence Career Development Site, is an alternate training location of the Atterbury Center, located at 135 N. Pennsylvania Street, Indianapolis, Indiana 46204 which will include Outreach and Admissions (OA) and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The RFP will be posted as Unrestricted. The Job Corps program was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the US Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps center which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, for a total planned On-Board Strength of 510 students, consisting of 410 residential and 100 non-residential students. The contractor shall also operate residential quarters (housing) and services for all students as applicable. INRZ00 The contractor shall ensure the annual arrival of a minimum of 661 students to the Atterbury Job Corps Center, 214 students to IndyPendence and 50 students to Whitney Young. The contractor will also be required to provide CTS annually for students enrolled at the Atterbury and IndyPendence Job Corps Centers, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be posted as Unrestricted, will be fixed price, and will have not-to-exceed CLINS for construction, equipment, and career technical skills training. It is anticipated that the resultant contract will have a two-year base period of performance and three, one-year option periods. A pre-proposal conference will be held. The date, time and place of the pre-proposal conference will be identified in the Request for Proposal, (RFP).
