Ford Job Corps Center located at 110 Hall Street SE, Grand Rapids, MI 49507. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $47M. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The Contractor shall operate the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a PLANNED On Board Strength (OBS) total of 212 students consisting of 117 residential male students, 95 residential female students, 0 nonresidential male students, and 0 nonresidential female students. The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 352 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center’s planned OBS (planned OBS for this Center is set out at Section C.2.B below). The Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. The Contractor shall be responsible for providing CTS services for all graduates and former enrollees within their eligibility period that separated under the prior operator. Amendment 0001 is issued to extend the due date for responses to May 1, 2023 at 2:00 PM EDT. FORD PRE-SOLICITATION NOTICE On or about March 10, 2023, the US Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS) anticipates issuing a Request for Proposal, (RFP), for Operation of the Gerald R. Ford Job Corps Center located at 110 Hall Street SE, Grand Rapids, MI 49507, which will include Outreach and Admissions (OA) and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The RFP will be posted as a Total Small Business Set-Aside. The Job Corps program was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps center which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, for a total planned On-Board Strength of 212 students of which 177 are residential male students and 95 are residential female students, 0 are nonresidential male students and 0 are nonresidential female students. The contractor shall also operate residential quarters (housing) and services for all students as applicable. The contractor will also be required to provide CTS annually for students enrolled at the Gerald R. Ford Job Corps Center, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be available on the World Wide Web at the government point of entry, Contract Opportunities (FBO) located at https://sam.gov. The RFP will be posted as a Total Small Business Set-Aside, will be fixed price, and will have not-to-exceed CLINS for construction, equipment, and career technical skills training. It is anticipated that the resultant contract will have a two-year base period of performance and three, one-year option periods. A pre-proposal conference will be held. The date, time and place of the pre-proposal conference will be identified in the Request for Proposal, (RFP).
