The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $41.5M. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The Contractor shall operate the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a planned On Board Strength (OBS) total of 340 students consisting of 145 residential male students, 120 residential female students, 34 nonresidential male students, and 41 nonresidential female students. The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 465 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center’s planned OBS (planned OBS for this Center is set out at Section C.2.B below). The Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. The Contractor shall be responsible for providing CTS services for all graduates and former enrollees within their eligibility period that separated under the prior operator.

On or about October 15, 2021, the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS), anticipates issuing a Request for Proposal (RFP) for operation of the Inland Empire Job Corps Center located at 3173 Kerry Street, San Bernardino, CA 92407-6235, which will include Outreach and Admissions (OA) and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The RFP will be posted as small business set-aside. The Job Corps program was originally established by the Economic Opportunity Act of 1964. Current authorization for the program is provided by the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the U.S. Department of Labor to address multiple barriers to employment faced by disadvantaged youth ages 16-24 throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps center, which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, for a total planned On-board Strength of 242 students consisting of 215 residential and 26 non-residential students. The contractor shall also operate residential quarters (housing) and services for all students as applicable. The contractor shall provide Outreach and Admissions in Job Corps Recruitment Zone CARZ01, which consists of the following Workforce Development Areas in the state of California: San Bernardino County, Riverside County, and Kern/Inyo/Mono Consortium. The contractor shall ensure the annual arrival of a minimum of 465 students to the Inland Empire Job Corps Center. The contractor will also be required to provide CTS annually for students enrolled at the Inland Empire Job Corps Center, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be posted as a small business set-aside procurement, will be fixed price, and will have not-to-exceed CLINS for construction, equipment, and career technical skills training. It is anticipated that the resultant contract will have a two-year base period of performance and three 1-year option periods. In lieu of a pre-proposal conference, a website will be provided in the RFP for a virtual tour of the center. It is recommended that potential offerors download and read the RFP.
