Campbell Ave, Tucson, AZ 85719. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $41.5M. The Contractor shall operate the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a PLANNED On Board Strength (OBS) total of 267 students consisting of 128 residential male students, 75 residential female students, 29 nonresidential male students, and 35 nonresidential female students. The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 400 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center’s planned OBS (planned OBS for this Center is set out at Section C.2.B below). The Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. On or about July 7, 2021, the US Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS) anticipates issuing a Request for Proposal (RFP) for operation of the Fred G. Acosta Job Corps Center located at 901 S Campbell Ave, Tucson, AZ 85719, which will include Outreach and Admissions (OA) and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The RFP will be posted as a small business set-aside procurement. The Job Corps program was originally established by the Economic Opportunity Act of 1964. Current authorization for the program is provided by the Workforce Innovation and Opportunity Act (WIOA) of 2014. Job Corps is a national residential and non-residential training and employment program administered by the US Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps center, which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services for a total planned On-Board Strength of 267 students, consisting of 203 residential and 64 non-residential students. The contractor shall also operate residential quarters (housing) and services for all students as applicable. The contractor shall provide Outreach and Admissions (OA) in the following workforce development areas in the state of Arizona: Pima County, Santa Cruz County, Southeastern Arizona, Yuma County, and Pinal County The contractor shall ensure the annual arrival of a minimum of 400 students to the Fred G. Acosta Job Corps Center. The contractor will also be required to provide CTS annually for students enrolled at the Fred G. Acosta Job Corps Center, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be available on the internet at the Government point of entry located at https://beta.sam.gov. The RFP will be posted as a small business set-aside procurement, will be fixed price, and will have not-to-exceed line items for construction, equipment, and career technical skills training. It is anticipated that the resultant contract will have a two-year base period of performance and three 1-year option periods. In lieu of a pre-proposal conference, a website will be provided in the RFP for a virtual tour of the center. It is recommended that potential offerors download and read the RFP prior to submitting a proposal. All questions must be submitted in writing and will be addressed via an amendment to the RFP.
