Historic Columbia River Highway, Troutdale, Oregon 97060-9340. There is an additional satellite site known as “Partners in Vocational Opportunity Training” (PIVOT). The U.S. Department of Labor is currently searching for an alternate location for the PIVOT satellite center. It is unknown when the new location will be identified, but offerors should be aware that the site will serve 60 non-residential students. The technology and furniture will be re-located within the Portland area prior to contract award or after.” The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $41.5M. The Contractor shall operate the aforementioned Job Corps Center, which includes providing academic, career technical, career success skills, and career development training, and related support services, for a PLANNED On Board Strength (OBS) total of 199 students consisting of 80 residential male students, 48 residential female students, 5 nonresidential male students, 66 nonresidential female students. The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 376 students into the Job Corps program annually for residential male and female students, and nonresidential male and female students. The Contractor shall undertake all measures and efforts necessary to ensure that the center attains and/or maintains an average monthly OBS equal to 100% of the center’s planned OBS. The Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates. The Contractor shall be responsible for providing CTS services for all graduates and former enrollees within their eligibility period that separated under the prior operator.

On or about February 15, 2021, the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS), anticipates issuing a solicitation / Request for Proposal (RFP) for operation of the Springdale Job Corps Center. The center is located at: 31224 E. Historic Columbia River Highway, Troutdale, Oregon 97060-9340. The future location for the Partners in Vocational Opportunity Training (PIVOT) satellite site will be determined at a later date. The solicitation will include Outreach and Admissions (OA) and Career Transition Services (CTS) for eligible individuals participating in the Job Corps program. The Request for Proposals (RFP) will be posted as a small business set-aside procurement. The Job Corps program was originally established by the Economic Opportunity Act of 1964. Current authorization for the program is provided by the Workforce Innovation and Opportunity Act (WIOA) of 2014. The Job Corps program is a national residential and non-residential training and employment program administered by the U.S. Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. This effort requires the contractor to operate the aforementioned Job Corps center, which includes provision of academic, career technical, career success and independent living skills, career readiness training, and support services, for a total planned On-board Strength of 199 students, consisting of 128 residential and 71 non-residential students. The contractor shall also operate residential quarters (housing) and services for all students as applicable. The contractor shall ensure the annual arrival of a minimum of 376 students to the Springdale Job Corps Center. The contractor will also be required to provide Career Transition Services annually for students enrolled at the Springdale Job Corps Center, regardless of where the graduate or former enrollee resides or matriculates, and former enrollees within their eligibility period that separated under the prior operator. The RFP will be available on the internet at the Government point of entry located at https://beta.sam.gov. The RFP will be posted as a small business set-aside procurement, will be fixed price, and will have not-to-exceed line items for construction, equipment, and career technical skills training. It is anticipated that the resultant contract will have a two-year base period of performance and three 1-year option periods. Due to current travel restrictions during the COVID-19 pandemic, the Government is unable to schedule a pre-proposal conference and site visit.
