Solicitation Number: 1605JE-21-R-00015 Subject: Blue Ridge Job Corps Center and OA/CTS Place of Performance: Marion, Virginia Notice Type: Pre-Solicitation Response Date: N/A Classification Code: M – Operation of Government-Owned Facilities NAICS: 611519 – Other Technical and Trade Schools SYNOPSIS: On or about August 30, 2021, the U.S. Department of Labor, Employment and Training Administration/Office of Contracts Management anticipates issuing a Request for Proposal (RFP) for Operation of the Blue Ridge Job Corps Center with Outreach/Admissions and Career Transition Services. This requirement will be solicited as a small business set-aside. The U. S. Department of Labor has a requirement for providing Job Corps Center Operations, Outreach/Admissions, and Career Transition Services. The contractor shall operate the Blue Ridge Job Corps Center, which includes academic, career technical training, career success skills, career development training, outreach and admissions, career transition services, and other related services for an estimated total of 192 students (190 female and 2 male) for the Blue Ridge Job Corps Center. The contractor shall operate residential quarters (housing) and provide all related residential center services to all students as applicable. In addition, the contractor shall provide Outreach/Admissions (OA) services and shall ensure the arrival of a minimum of 272 students into the Job Corps program annually from the following State of Virginia workforce development areas: • New River/Mt. Rogers • Piedmont Workforce Network • Shenandoah Valley • Southwestern Virginia • West Piedmont • Western Virginia The contractor shall also provide Career Transition Services (CTS) for all current students and former enrollees of the Blue Ridge Job Corps Center. Job Corps is a national training program that provides comprehensive academic, residential, and career technical training and services to approximately 60,000 disadvantaged, at-risk youth each year at Job Corps Centers nationwide. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $41.5 Million. Competitive best value source selection procedures in accordance with FAR 15.101 will be used. Detailed evaluation criteria will be included in the RFP package. The resultant contract will be a fixed price (FP) contract, and the period of performance will be a two-year base period plus three one-year option periods, for a total possible performance period of 60 months, or 5 years. Award of a single contract will be made to the offeror whose proposal meets all requirements of the solicitation and offers the “best value” to the Government.
