Incorporation of this clause is in compliance with Executive Order (E.O.) 14042 Ensuring Adequate COVID Safety Protocols for Federal Contractors. The following changes are in effect: A.) FAR Clause 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Oct 2021) (Deviation) is hereby incorporated bilaterally pursuant to the authority of Executive Order (E.O.) 14042 Ensuring Adequate COVID Safety Protocols for Federal Contractors. ********************************************************************************** The purpose of Amendment 0002 is as follows: 1) To provide the Government's responses to solicitation questions. (See Attachment) 2) The solicitation closing due date and time has been modified; The due date for proposals is October 26, 2021 at 5:00pm EST. Contractor's shall submit one signed copy of this amendment with their response. ******************************************************************************************** The purpose of Amendment 0001 is as follows: 1) The Government's response to solicitation questions are forthcoming and no further questions will be accepted (NO EXCEPTIONS). 2) The solicitation closing due date and time has been extended; The due date for proposals is November 8, 2021 at 5:00pm EST. Contractor's shall submit one signed copy of this amendment with their response. **************************************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 1605C2-21-R-00006 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 611513. The Department of Labor (DOL), on behalf of The Employment and Training Administration (ETA), Office of Apprenticeship (OA), has a requirement for a contractor to provide Expansion of Registered Apprenticeship Programs through Industry Intermediaries Services as defined in the attached Performance Work Statement (PWS). The DOL – Customer Acquisition Services (CAS) DIVISION 2 PROCUREMENT requires the following items to meet or exceed. All interested companies shall provide proposals for the following: Base Period: CLIN 0001 - Expansion of Registered Apprenticeship Programs through Industry Intermediaries Option Period One [1]: CLIN 1001 - Expansion of Registered Apprenticeship Programs - through Industry Intermediaries Option Period Two [2]: CLIN 2001 - Expansion of Registered Apprenticeship Programs - through Industry Intermediaries Option Period Three [3]: CLIN 3001 - Expansion of Registered Apprenticeship Programs through Industry Intermediaries Award shall be made to the offeror whose proposal offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: Technical Response (Relevant Corporate Experience, Technical Approach, Staff Experience and Qualifications) and Business Response (Past Performance, Pricing, Reps & Certs). The period of performance shall be for one (1) Base Period of 12 months and three (3) 12-month option periods. All quotes must reference and acknowledge all amendments posted to this solicitation, if applicable. All questions must be submitted no later than 2:00 PM ES on 20 September 2021 to both the Contract Specialist and the Contracting Officer at the above email addresses.
