The U.S. Department of Labor (DOL), Office of the Senior Procurement Execute (OSPE) on behalf of multiple DOL agencies has a requirement for Worker Outreach, Evaluation, and Analysis services. This Request for Proposal (RFP) is for non-personal services as described in the solicitation. The contractor will provide education and assistance to DOL enforcement agencies on the best methods to: perform outreach to workers; develop practices for reaching underserved communities; leverage relationships with community-based worker support organizations; and reach workers across multiple industries to improve workers' ability to exercise their rights. This requirement is restricted to all eligible 8(a) contractors. The anticipated contract will be a single award Indefinte Delivery Indefinite Quantity (IDIQ) contract in accordance with FAR Parts 15 and 16. The anticipated period of performance is one 12-month Base period and four 12-month Option periods. Questions must be submitted in accordance with the solicitation instructions by January 23, 2023 at 3:00pm ET. The RFP closing date is February 13, 2023 at 3:00pm ET. Amendment 0001: Provide responses to contractor questions, Update Key Personnel Language, Correct volume numbers in "Page Count" chart, and change the due date of the Past Performance Questionnaire. The U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Execute (OSPE), Office of Acquisition Services (OAS) anticipates issuing a Request for Proposal (RFP) for Worker Outreach Evaluation and Analysis. This effort will require a contractor with experience with developing and maintaining relationships with community-based organizations that support worker and vulnerable populations to provide comprehensive worker and vulnerable population outreach education, assistance, and analysis services, and provide promising practices and recommendations for measuring outreach impact over the period of the award. The contractor will provide education and assistance to DOL enforcement agencies on the best methods to: perform outreach to workers; develop practices for reaching underserved communities; leverage relationships with community-based worker support organizations; and reach workers across multiple industries to improve workers' ability to exercise their rights. The RFP will be posted on the System for Award Management (https://SAM.gov) approximately 15-30 days after the publication of this notice. The RFP will be restricted to eligible 8(a) contractors. The anticipated contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of one 12-month Base period and four 12-month option periods. Potential Offerors will be responsible for obtaining the solicitation and related amendments, if any, from www.sam.gov after the solicitation has been posted. The Government will not maintain a mailing list. All questions must be submitted in writing and will be addressed in the forthcoming solicitation.
