The US Department of Labor, OASAM, Job Corps Acquisition Services, Architect/Engineer and Construction Division has a requirement for a qualified Architectural/Engineering firm to provide design, and at the option of the Government, the administration of construction services for the Renovation of an existing 27,000 GSF Cafeteria, Building 4804 at the Turner Job Corps Center located in Albany, Georgia. This is a sources sought Notice. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i) this notice is being issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform this required service. This Notice is not to be construed as a Request for Proposal or an Invitation for Bid. There is no solicitation at this time. This request for information does not constitutes as a request for proposal; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any cost incurred. The full extent of the services to be performed will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is as follows: The work involves both design and at the Option of the Government, the administration of construction services required for the renovation of the cooking and food preparation spaces, Servery, Dining Room and Restrooms and support spaces. The exterior work includes the building façade modifications and site grading. The design also involves interior, exterior, and crawl space modifications. Architectural, food service, civil storm water, structural, mechanical, electrical and plumbing design, as well as mechanical commissioning, environmental and hazardous material remediation are also elements of the services to be performed. The estimated cost range is between $1,000,000 to $5,000,000. The NAICS Code for this requirement is 541310, and the small business size standard is $8.0 million. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to accomplish the required design and administration of construction services outline above, and should include the following information: 1. Your submission shall include examples of both design and the administration of construction service provided on two or more major cafeteria renovation projects located on operating educational campuses with a constructed value within the $1M to $5M range and performed within the last five years. 2. Your statement of qualifications shall include at least project example where your team has provided both design and CA services encompassing hazardous materials remediation. 3. Include with your submission, three or more projects where both design and the administration of construction services performed by your firm in the region where this project is located indicating familiarity with state and local codes, environmental, and economic conditions, and experience/qualifications with local design consultants. Your project examples shall specify the location of the project (City, State), the project owner, a brief and concise description of the work, and specialty design consultants employed, if any. A brief description of the administration of construction services provided by your firm should also be included with your submission. The government will evaluate market information to ascertain potential capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Your submission should not exceed 10 pages.
