The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement for a qualified firm to provide design/build services for the Center Redevelopment at the Arecibo Job Corps Center, Garrochales, Puerto Rico. THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i) this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows. The work involves design and construction services for Center Redevelopment at the Arecibo Job Corps Center, using the Singhofen & Associates Master Plan dated December 4, 2019 and the Singhofen & Associates Solar Farm Study dated November 13, 2019, as the basis of design for the development of the project. Base Pricing shall include, phased construction of new buildings totaling approximately 51,400 gross square feet. Demolition of existing buildings, structures and utilities. The work includes, but is not limited to, site improvements in the form of general landscaping, roads, parking, septic and storm drainage with connection to all utility lines, which includes a new six inch (6”) water service which is to be brought into the Center from PR 682, and site lighting and security. The work includes services for design and construction for the renovation or additions works in building(s) 13, 15, 18, and 34 at the Arecibo Job Corps Center. Add Alternate pricing shall include the design and construction of a solar farm to supply the Center’s electrical load requirements up to 400,000 kWh system or 30% of its total power use as recommended in the Singhofen & Associates Solar Farm Study. The objective of the Center Redevelopment design and construction is to reconfigure the existing campus layout to provide a permanent solution to the periodic flooding that currently affects the lower campus and to enhance the overall Center environment for educational and vocational development for the Job Corps students. The design shall comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system; however, no LEED Certification is required. Period of Performance Notice To Proceed to Substantial Completion: 876 calendar days Notice To Proceed to Contract Completion: 936 calendar days The estimated price range for design and construction is $10,000,000 to $20,000,000. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications shall demonstrate the capacity of your firm to perform the services described above, and should include the following information: Previous projects of similar scope and value Contractor has provided design and construction services on one or more projects incorporating new building construction and building renovation projects larger than $10M constructed value within the last five years. Contractor has provided design and construction services on one or more LEED Certified projects in the last five years. Contractor has previous experience on one or more projects on an operating campus settings within the last five years. Contractor has previous experience in projects involving phasing of the work with minimal interruptions of the ongoing operations within the past five years. Provide previous project examples that include the location of the project (City, State), the project owner with their contact information, a brief and concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location The Contractor has completed three or more projects in the Commonwealth of Puerto Rico or in an area with similar weather conditions, in the last five years indicating familiarity with the environmental conditions. The Contractor has a proven record of knowledge of Puerto Rico local codes, economic conditions, and experience/qualifications of local design consultants. 3. Cost control, project schedule, safety, and quality of work A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. C. Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. 4. Financial Capabilities Contractor is in sound financial standing with no claims or liens. Contractor has sufficient financial capacity to bond a project more than $10M. Provide aggregate and per project bonding capacity limits. Your project examples shall include the location of the project, the project owner, a brief description of the services performed. Your synopsis should also include the date of contract award, the original and final date of contract completion. Using the previous project examples indicate the original contract price and final contract value. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Your submission should not exceed 10 pages.
