THIS IS A PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.203. A SOLICITATION IS ANTICIPATED AND FORTHCOMING. NO RESPONSES ARE REQUIRED FOR THIS NOTICE. THE OFFICIAL SOLICITATION WILL BE POSTED TO SAM.GOV UNDER A SEPARATE COVER. The U.S. Department of Labor, Office of the Senior Procurement Executive (OSPE) anticipates issuing a Request for Proposal (RFP) for Legal Advocacy Training in support of the Office of the Solicitor (SOL). This requirement will include legal training, products, and related services in support of SOL’s mission nation-wide. The training requires specialized litigation expertise, development of mock case files and actors, development of legal advocacy training programs, and coaching/mentoring programs for senior attorneys. Given the scope of SOL’s responsibilities in providing legal services to DOL, the training will be broad and will include, but not be limited to, the full range of trial advocacy and advocacy related training involving all phases of litigation (from pre-trial work through appeals, negotiations training and training in writing skills). SOL requires training in multiple locations including the Contractor’s site, the National Office, or at any of the cities where the Regional or Branch offices are located. The RFP will be posted on SAM.gov approximately 15-30 days after publication of this notice. The anticipated contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of one 12-month base period and four 12-month option periods. Potential offerors will be responsible for obtaining the solicitation and related amendments, if any, from SAM.gov after the solicitation is posted. The Government will not maintain a mailing list. All questions must be submitted in writing and will be addressed in the forthcoming solicitation.
