Federal Prison Industries (FPI) intends to award a competitively negotiated Architect and Engineer (A&E) Indefinite-Delivery, Indefinite-Quantity (IDIQ), multiple-award contract for new construction, renovation, alteration, and repairs, plus related professional architectural, engineering, and technical services for DOJ/FPI. The resulting contracts will consist of a one-year base period with options for four additional one-year periods. All work will pertain to projects at FPI facilities within the contiguous United States. Awards will be made under the Brooks Architect-Engineer Act using qualifications-based selection, with consideration based solely on proposed hourly rates, overhead, and profit found fair and reasonable, and award may be made without discussions. Evaluation will focus on professional qualifications, specialized experience, capacity, past performance, technical approach, and geographic location/local knowledge, while services include design document review and preparation, cost estimating, value engineering, scheduling, dispute assistance, construction administration, and project closeout.
