Under the authority of TLE 41, USC (c) (1), the Federal Bureau of Investigation (FBI) intends to award a sole source commercial item Blanket Purchase Agreement (BPA) to ZVRS, 595 Menlo Drive, Rocklin, CA 95765 for the following products and services: • Stand-alone video telephone and relay services • Must be approved by the Federal Communications Commission • Interpreter services to be available 24 hours a day, seven days a week • Additional requirements are listed in the attached RFQ. This notice is issued under Request for Quotation (RFQ) PR-190001, using Simplified Acquisition Procedures (SAP) in accordance with the format as described in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. It is the intent of the Government to award a firm fixed price BPA for video telephones and interpreter services for a base period of twelve months and four (4) 12 month option periods. It has been determined that ZVRS is the only known source for the required products/services. ZVRS is the only company that provides a stand- alone system that does not run on a program or application downloaded to an FBI computer This notice is not a request for competitive quotations. Interested parties may identify their interest and capabilities by submitting a quote to include technical qualifications and experience/pricing and any other information via email to Nancy J. Beck, Contracting Officer, at njbeck@fbi.gov. All responses from responsible sources will be considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
