PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ) the number is RFQ #PR-0003259. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This notice will be distributed solely through the General Service Administration’s Federal Business Opportunities (FBO) website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code (NAICS) is 811213 and the SBA size standard is $11 Million annual revenue. This is a total small business set aside. Requested Products/Services – The Federal Bureau of Investigation (FBI) requests firm fixed open market pricing for the products/services listed in the attached documentation. Quote submissions shall meet all specifications listed with no substitutions; any submissions deviating from the specifications listed for this requirement may be considered “unresponsive.” SHIPPING/DELIVERY REQUIREMENT – All services to be performed/deliveries under this order shall be on-site/FOB destination FBI located in Quantico, VA. Terms and Conditions: Are provided within the attached Request for Quotation. Submission of Questions: Interested offerors must submit any questions concerning this solicitation, via email only, to the attention of Nancy J. Beck, Contracting Officer, at njbeck@fbi.gov, no later than Friday, June 12, 2020 at 11:00 AM CENTRAL. Questions sent via any other means (i.e. telephone) will not receive a response. Submission of Quotes: Quotes and all supporting documentation shall be submitted via email only, to the attention of Nancy J. Beck, Contracting Officer, at njbeck@fbi.gov. No later than Tuesday, June 30, 2020 at 11:00am CENTRAL. Quotes sent via any other means (i.e. telephone) will not be considered. Quotes must be valid for 30 calendar days after submission. Once this RFQ has closed, update(s) regarding this requirement will be provided as soon as possible. All interested parties will be notified of the outcome of this solicitation at the same time. No information regarding award status will be released prior to an official notification being sent; any individual requesting updates may not receive a response. SAM.GOV REQUIREMENT – Please ensure your firm is registered in System for Award Management (SAM). Effective July 29, 2012, all vendors must be registered on www.SAM.gov (SAM) to be considered eligible to receive government contracts. The FBI is utilizing a new financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
