This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or Quote (RFQ) and does not promise to issue either RFP or RFQ in the future. This RFI does not commit the Government to contract for any supply or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Further, the FBI is not seeking proposals at this time, and will not accept unsolicited proposals. A capabilities statement and evaluation package is sought. All costs associated with responding to this RFI will be solely at the responding party’s expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing such information in response to this RFI. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP or RFQ, if any are issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI. Introduction: The FBI, Terrorist Explosive Device Analytical Center (TEDAC), Evidence Management Unit (EMU), located on Redstone Arsenal in Huntsville, Alabama, is seeking sources to assess and assist with the development/procurement of a new forensic light source technology in the form of small light-emitting boxes to be used within Laboratory space and at crime scenes. Details: The FBI, EMU, invites companies to respond with all applicable products that match, or can be manufactured to match, the following specifications. It is anticipated, but not guaranteed that a solicitation will be posted using the information received from the results of this RFI. Specifications: Dimmable LED; daylight or neutral white, IR, green, blue, blue-green, cyan, and UV light spectrums. Off the shelf rechargeable Lithium-ion battery and 110V dual power. Handheld, copy stand, tripod, and camera hot shoe interchangeability/adaptability. Modular/Scalable/customizable “plug and play” system. Simultaneous, multiple light use with single power source. Corded touch screen (no wi-fi / Bluetooth) light source control. Portable in self-contained hardened case. Small footprint. Corresponding wavelength camera filters and eye protection. Easy to clean, quick release modules. No use of a fan for cooling to prevent cross-contamination. Can be used both in the lab and at a crime scene. Ability to purchase individual units or components separately (replacement or new). No “full kit” requirement. Minimum 1-year warranty.
