REQUEST FOR INFORMATION (RFI) REQUIREMENT: Copying Services- Record of Proceeding (ROP) and Freedom of Information Act (FOIA) for the Executive Office for Immigration Review (EOIR) Department of Justice. See Attached Draft Statement of Work and RFI Questions. Response Due Date: Responses to the RFI shall be in electronic format and emailed to the Contracting Officer via e-mail to kimberly.tran@usdoj.gov. All responses must be received no later than May 30, 2023 4:00 PM, Eastern Standard Time. FAILURE TO RESPOND TO THE QUESTIONS WILL BE DEEMED AS NON-RESPONSIVE. RFI Purpose: The Department of Justice’s (DOJ’s) Executive Office for Immigration Review (EOIR) in coordination with DOJ’s Procurement Services Staff, is requesting information to determine whether or not there are qualified sources with the ability to provide the full scope of copying and scanning services for ROP and FOIA primarily used by EOIR. The Department is gathering information as part of the Department’s market research, identifying potential sources, and determining the Department’s procurement strategy regarding a planned solicitation for the ROP and FOIA Copying Services requirement described herein and as described in the draft Statement of Work (SOW). Responses to this RFI must address the following requirements: A cover sheet which includes: RFI Title; Company’s Name; Address; Name of Point of Contact; Email Address; Phone Number; Unique Entity ID; Business Size; A list of all North American Industry Classification System (NAICS) codes as identified in the vendor’s System for Award Management (SAM) record; If applicable, your GSA or other available Government-wide contract vehicle that is within the scope of this requirement; Vendor responses to the Government’s questions. Questions: 1. Please describe your firm’s capacity and experience to manage and perform the requirements presented in the draft SOW, to include the size and complexity of similar services to the Federal Government, agencies of state and local governments, and commercial customers. 2. What existing contract vehicles does your firm utilize for similar projects? 3. Can vendor provide continuous operations between two locations (Government’s site in Falls Church, Virginia and contractor’s site)? 4. Describe your experience with legal filings? 5. Describe your experience and ability to produce and sustain high volumes of scanned records (i.e. scanned from paper to electronic) within a short turnaround times? 6. Please describe your experience and ability to provide paper copies of scanned records to accommodate workload fluctuations and meet workload demands. REQUEST FOR CAPABILITES STATEMENT: Interested businesses should provide a capability statement to address their ability and experience to perform the tasks associated with the requirements stated above. Submissions should not exceed four pages (one-sided), single spaced, 12-point type with at least a one-inch margin on an 8-1/2” X 11” inch paper. The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. NO HARD COPY or FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
