The Federal Bureau of Investigation (FBI), Laboratory Division (LD) is issuing this Request for Quotation (RFQ) to solicit interested vendors for the purpose of entering into an agreement to provide the below mentioned items/services. This RFQ is not to be constructed as a commitment on the part of the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. Quotes shall be valid for at least 60 days after the closing date of the solicitation. Quotes Must Be Submitted No Later Than: August 28, 2019 05:00pm EST/EDT and emailed to the contracting officer at albolton@fbi.gov All questions are to be emailed to the technical representative, Robert Blake at rtblake@fbi.gov and cc Adelle Bolton at albolton@fbi.gov Deadline for questions is COB August 27, 2019. GENERAL DESCRIPTION The FBI Laboratory Division has the requirement for a firm fixed price contract to purchase a turn-key RFID warehouse inventory system for evidence to be installed in Norcross, GA. There's approximately 10,000 items in a 17,000 square foot warehouse with two loading dock doors, two human doors and one emergency exit. PRODUCT/SERVICE DESCRIPTION The Lab Division is currently operating an evidence warehouse in Norcross, GA. The Lab Division wants a turn-key RFID warehouse inventory system to be installed. Due to security concerns, the system will have to operate without the use of WiFi technology. The system needs the ability to store scanned RFID data on a cloud based database. Only unclassified information will be stored on the database, including barcode numbers, RFID tag data, dates and times. The system features must include the ability to identify missing items during inventories, the ability to find selected items (Geiger feature), export the database to an Excel spreadsheet, and scan items on metal shelves up to 16 feet high. The system must identify when a piece of evidence transits a door or loading dock door. The system must be expandable for future expansions of the existing warehouse facility. • What is the product/service: Turn-key Warehouse Inventory System is required, including all hardware, software, cabling, and cloud-based database. The PC providing connection to the Internet will be provided. The system provider is expected to run all coax cables to the antennas and reader. RFID tags will be provided with a design provided by the Lab Division for standard packages (10,000) and metal packages (500). The system will be installed at the located in Norcross, GA. • Product/service features: The system will include two Zebra RFD8500 RFID scanners (Apple iPod version). The warehouse facility has multiple loading dock doors as well as office doors and emergency doors, which will require a total of 14 RFID antennas and sufficient Zebra FX9600 Fixed UHF RFID Readers. Installation is expected to be completed by October 2019. • Security requirements dictate that no WIFI be utilized. • The RFID scanner and reader will be from Zebra. Comparable products are not acceptable as they will not be compatible with existing systems. Legally resided in the United States (U.S.); 2. Worked for the United States overseas in a Federal or military capacity; or 3. Been a dependent of a Federal or military employee serving overseas. If the individual is not a U.S. citizen, they must be from a country allied with the United States. By signing this contract or commitment document, or by commencing performance, the contractor agrees to this restriction. DJAR-PGD-02-02A Non-U.S. Citizens Prohibited from Access to DOJ Information Technology (IT) Systems The Department of Justice does not permit the use of Non-U.S. citizens in the performance of this contract or commitment for any position that involves access to or development of any DOJ IT system. By signing the contract or commitment document, the contractor agrees to this restriction. [In those instances where other non-IT requirements contained in the contract or commitment can be met by using Non-U.S. citizens, those requirements shall be clearly described.]. (End of Clause) DJAR-PGD-02-02B Non-U.S. Citizens Prohibited from Access to DOJ Information Technology (IT) Systems The Department of Justice (DOJ) will no longer permit the use of Non-U.S. citizens in the performance of this contract or commitment for any position that involves access to or development of any DOJ IT system. By signing the contract or commitment document, the contractor agrees to this restriction with respect to all new employees utilized directly to perform duties on the contract. Non-U.S. citizens currently employees under this contract or commitment may continue performance unless otherwise directed by the Department of Justice. No new, replacement, or additional Non-U.S. citizens may be added to the contract without the express approval of the Department of Justice. [In those instances where other non-IT requirements contained in the contract or commitment can be met by using Non-U.S. citizens, those requirements shall be clearly described.]. (End of Clause) Corporate Representation Regarding Felony Conviction Under Any Federal Law or Unpaid Delinquent Tax Liability - Solicitation (DEVIATION 2015-02) (March 2015) (a) None of the funds made available by the Department's current Appropriations Act may be used to enter into a contract, memorandum of understanding, or cooperative agreement with a corporation - (1) convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government, or (2) that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government. (b) By submitting a response to this solicitation, the offeror represents that, as of the date of this offer - (1) the offeror is not a corporation convicted of a felony criminal violation under any Federal or State law within the preceding 24 months; and, (2) the offeror is not a corporation that has any unpaid Federal or State tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability. Contractor Internal Confidentiality Agreements or Statements Prohibiting or Restricting Reporting of Waste, Fraud, and Abuse- Solicitation (DEVIATION 2015-02) (March 2015) None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with an entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not require employees or contractors of the contractor seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting waste, fraud, and abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. Access to Federal Bureau of Investigation (FBI) Locations Performance under this contract may require access to FBI locations to provide some service, product, or perform some other official function of interest to the FBI. Requirements, as identified below, to include approval by the FBI's Security Division, must be satisfied prior to access. Contractors who will require escorted access, to include short-term, intermittent, or infrequent access, to an FBI facility must complete an "Access of Non-FBI Personnel to FBI Facilities, Background Data Information Form," (FD 816), a "Privacy Act of 1974 Acknowledgment Form" (FD 484) and two Fingerprint Cards (FD 258). Completed and accepted forms should be provided to the assigned Contracting Officer's Technical Representative (COTR) at least 10 business days prior to required access. System for Award Management (SAM) Requirement Ensure your firm is registered in System for Award Management (SAM) - All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. Please ensure that your company's SAM information is up to date and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. If the contractor does not maintain an active registration in SAM payments will be held until registration is reactivated. The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM. REQUIREMENTS FOR QUOTE PREPARATION 1. All vendors shall have an Active DUNS number in SAM.GOV. 2. Quote shall be firm fixed price 3. Offer proposal packets shall be delivered via email to albolton@fbi.gov EVALUATION AND AWARD PROCESS The Government intends to award this requirement on lowest price, technically acceptable. The following factors will be used for contractor selection, listed in descending order of importance: (1) Cost and (2) Technical Capability. Cost: Cost shall be evaluated as an independent factor. In addition, the evaluation will: include an assessment of the proposals for completeness, realism, reasonableness, and risk. Technical Capability: Vendors must demonstrate an ability to satisfy the above listed product and service description requirements. Contractor must show how they meet the requirements listed in this RFQ. Contractors must obtain a security clearance for access to the FBI facility. Contractors are required to give the FBI facility point of contact three days' notice prior to arrival to complete services.
