This is a Notice of Intent of the Government’s intent to award a sole-source contract to Bloomberg Finance L.P., 731 Lexington Avenue, New York, New York, 10022. The Federal Bureau of Investigation (FBI) intends to award a follow-on, sole-source, one (1) year, firm-fixed price contract to Bloomberg Finance L.P. to provide three (3) Bloomberg Terminal Subscription Bloomberg Anywhere licenses. Bloomberg Professional Services will support the mission of the Criminal Investigative Division (CID), Economic Crimes Unit (ECU) with real-time financial market intelligence on thousands of companies globally and their associated corporate officers. The Bloomberg terminal subscription Bloomberg Anywhere license is only available through Bloomberg Finance L.P. Bloomberg is the industry standard for financial intelligence and data and no other service can provide the same comprehensive real-time data. Bloomberg has unique and proprietary all-inclusive data and analytical resources on over 4,600,000 global corporate entities, including 300,000 US Government contractors/subcontractors; and private company data on over 3,000,000 companies. The FBI awarded Purchase Order (PO) Number 15F06721P0003796 to Bloomberg Finance L.P. in 2021. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), “Soliciting from a Single Source.” The NAICS Code utilized for this procurement is 519190, “All Other Information Services”, with a small business size standard of $30M in annual sales. This notice of intent is NOT a request for proposals or quotations. However, all responsible sources may submit a capability statement and a proposal/quote, which shall be considered by the agency. Responses shall include the firm’s Unique Entity Identity Identifier (UEI), and their Business Size. All capability statements or quotes shall be submitted to bvlane@fbi.gov by 10:00 AM, EST, 30 August 2022. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
