(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation M-24-A31-R-000147 is being issued as a Request for Quote (RFQ) in accordance with FAR Parts 12 and 13 by the United States Marshal Service (USMS), Office of Procurement (OOP), Operational Support Section (OSS). (iii) The provisions and clauses incorporated into this request are those in effect through Federal Acquisition Circular (FAC) Number 2024-03 effective 23 February 2024. Provisions and clauses incorporated by reference have the same effect as if they were in full-text format. The full text of the FAR can be reviewed at https://www.acquisition.gov. (iv) This procurement is action is advertised as full and open. The applicable North American Industry Classification System (NAICS) code for this requirement is 561611 (Investigation and Personal Background Check Services). (v) Offerors shall provide quotes on their company letter head. All quotes must include the offeror’s Business Name and Address, CAGE Code, UEI Number, Tax ID Number, POC Name and email address, Quote Number and Solicitation Number. All offerors acknowledge and accept that payment will only be made for the number of fingerprints actually collected and submitted.*** (vi) The USMS Tactical Operations Division (TOD), Office of Security Programs (OSP), Personnel Security Branch (PSB) has a requirement for electronic fingerprint capturing and electronic transmission. The successful contractor shall provide all personnel, equipment, tools, supervision and other items and services necessary to provide for both the collection and secure transmission of fingerprints to the USMS’s government background investigations provider, the Defense Counterintelligence and Security Agency (DCSA). All work performed by the contractor shall be in accordance with all applicable laws, regulations, instructions, and commercial practices as set forth in the attached Statement of Work (SOW) for said services. (vii) The anticipated Period of Performance (POP) shall be: Base Year: 24 June 2024 – 23 June 2025 Option Year One: 24 June 2025 – 23 June 2026 Option Year Two: 24 June 2026 – 23 June 2027 Option Year Three: 24 June 2027 – 23 June 2028 Option Year Four: 24 June 2028 – 23 June 2029 FAR 52.217-8 Extension: 24 June 2029 – 23 December 2029 (viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. (ix) All responsible sources that can meet the requirements listed within the attached Statement of Work (SOW) and attached list of key characteristics and evaluation criteria may respond to this solicitation. The contract (subject to the availability of funds) will be awarded to the responsive, responsible firm that offers the most competitive quote for this requirement. Multiple awards will not result from this solicitation. You must be able to fully meet the requirement as outlined in the SOW and key characteristcs and evaluation criteria at time of submission. (x) All offerors must have an active SAM.gov registration at time of quote submission and at time of award. (xi) The FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. (xii) The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. See FAR clause 52.212-5 for additional clauses that apply to this requirement. (xiii) Exceptions. The USMS will not consider any exceptions to this RFQ or modifications to the attached SOW or key characteristics and evaluation criteria. Quotes will only be accepted via electronic format. No hard copies will be accepted. (xvi) No telephone calls will be accepted. All questions MUST be submitted in writing to both email addresses above. All questions are due by 11:00 AM EST on 03 May 2024. All questions will be answered via www.sam.gov and made available to all offerors.
