The title is "Questions and Answers for SAM posting. ********* The submission deadline for quotes has been extended to 02 January 2024 at 9:00AM EST This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. Award will be made to the offeror that represents the best value to the Government. While the Government anticipates awarding a contract (subject to the availability of funds), the Government reserves the unilateral right to not make an award. Request for Quotes Number M-24-A31-R-000069 incorporates the provisions and clauses effective through Federal Acquisition Circular (FAC) 2023-06, dated 04 December 2023. This requirement is a 100% small business set-aside under North American Industry Classification System Code (NAICS) 722320 – Caters, with a size standard of $9.0 Million. All offerors must be registered in the System for Award Management (SAM) for “All Awards” prior to submitting a quote. SAM can be accessed at www.sam.gov. The United States Marshals Service (USMS) Special Operations Group (SOG) has a requirement for catered meals to be served in-and-around the SOG facilities located at Louisiana National Guard Training Center in Pineville, LA. SOG will be hosting training events that will take place between 22 January 2024 and concluding on 25 May 2024. The successful contractor will be required to prepare and serve three (3) meals per day, seven (7) days per week in accordance with the training dates / training schedule listed below excluding all Federal holidays or when notified by the Contracting Officer Representative (COR) that services are not required. In addition to the meals, the successful contractor shall provide healthy and protein rich snacks between each meal period. Please see attached Performance Work Statement (PWS) for full details on number of meals and number of snacks to be provided. *Per the PWS, each attendee is required to consume between 3,500 – 4,500 nutrient dense calories per day. This will require two (2) trips through the food service line per attendee per meal period* Vendors are strongly encouraged to review the entire attached PWS and to pay special attention to Section 8: Food Specifications, Section 8.1 General Information and Section 8.2: Food Counts. These sections provide critical information for successful vendor performance. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract to the contractor that represents the best value to the Government amongst all offerors that demonstrate they can meet all specifications in the PWS. Contractors will be assigned a confidence rating for each evaluation criteria below (numbered 1 – 4) in order of importance: Contract Catering Personnel: Experience performing at this contract level, culinary training and culinary certifications and years of experience. Contract Management Experience: How experienced is the contractor in providing these services at a comparable or greater level. Contractor Performance: Contractor must provide three references for a performance period in the previous 24-months. Criteria #1, #2, #3 and #4 when combined are of more importance than criteria #5 (price). Should multiple offerors receive the same Confidence Ratings for Evaluation Factors 1 - 4, Evaluation Factor 5 will be utilized as a “tie breaker.” The Following Confidence Ratings Will Be Used for All Evaluations: High Confidence : The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention. Some Confidence: The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention. Low Confidence: The Government has low confidence that the Offeror understands the requirement, does not propose a sound approach, and will not be successful in performing the contract even with Government intervention. This draft menu must be consistent with the actual menu that the contractor will serve if awarded the contract (IAW PWS 5.11). Required licenses and certifications IAW PWS 8.3. Contractor must complete the attached pricing sheet. Contractor must complete the attachment titled “Questions” and return with quote.
