The Federal Bureau of Investigation (FBI) has a highly technical requirement for an IGA solution. We have developed key parts of a draft Request for Proposal (RFP) or Request for Quote (RFQ) – the decision to release an RFP or RFQ will depend in large part on the feedback received from this Request for Information (RFI). This RFI does not constitute a commitment, implied or otherwise, that the FBI will take a future procurement action in this matter. Further, neither the FBI nor the Government will be responsible for costs incurred by any respondent in furnishing this information. If a formal solicitation is generated later, a solicitation notice will be published. Any information that the responder considers proprietary should be clearly marked as such. The FBI considers this requirement complex and has provided explicit criteria that a responder’s solution must meet if a solicitation is released in the future. The Government is interested in receiving industry feedback on the requirements stated throughout this document. Specifically, responders should limit their review comments to: is our stated requirement complete, sound and does it provide all the information that industry would need to submit a proposal or quote? In addition to any comments on the description of the requirement and instructions for submission of a proposal or quote, responders should provide up to twenty-five (25) pages of text to demonstrate that they have an existing solution that can satisfy the Government’s stated requirements. See Paragraph V titled “RFI RESPONSE SUBMISSION INSTRUCTIONS” in the attached RFI. Please note that the responder to a possible future RFP or RFQ will be required to elaborate in significant detail on their solution as specified in Paragraph IV titled “INSTRUCTIONS FOR RFP/RFQ RESPONDERS” in the attached RFI. Be sure to include those content requirements in your review.
