Executive Office for Immigration Review (EOIR) Legal Access Programs Legal Access, Orientation, and Representation Services Request for Information Purpose: The primary purpose of this Request for Information is to determine if there are interested, capable, and qualified businesses in the marketplace with the knowledge, skills, qualifications, capacity, and capability that can meet the Government’s requirements to manage all aspects of recruiting and onboarding Mental Health Professionals (MHP) to conduct Forensic Competency Evaluations (FCE) of certain detained respondents who are not represented to determine whether they are competent to represent themselves in immigration proceedings. Additionally, the qualified business will coordinate the scheduling of the FCEs between all interested parties. The Government is seeking to identify entities with existing demonstrated capability, demonstrated capacity, demonstrated knowledge and expertise, and demonstrated past experience performing the specific tasks and managing FCEs similar to the tasks specified in the attached Statement of Work (SOW) “Competence to Participate & Represent Oneself in Immigration Proceedings.” See Attachment 1, "FCE RFI 01262022" for full RFI text and questions See Attachment 2, "FCE DRAFT SOW 01262022" for Statement of Work Submission Response: PLEASE REFERNCE FCE01262022 in the Subject line of your response.
