The Government hereby issues its notice of intent to sole source to DELTA Scientific Corporation the On-Site Repair of the "DELTA" Anti-Ram Vehicle Barrier and In-Ground Icing Prevention Heating System Services for the existing DELTA Scientific Vehicle Barriers located at the FBI site in Pocatello IDAHO. It was determined that the DELTA Anti-Ram Vehicle Barriers system in need of on-site repairs and in-ground icing prevention system can only be done by in-house trained certified technicians. Further, unauthorized repairs, modifications or attachments to the equipment provided can affect the reliability of the equipment and at times may even result in the de-certification of the barrier rating and termination of product warranty. Since the existing DELTA anti-ram vehicle barrier is designed and installed specifically to support the FBI site in Pocatello. It is also determined that Delta Scientific Corporation is a S/DV/D corporation and is the only source that can provide the requested repairs and in-ground icing prevention system without substantial duplication of cost, loss of barrier rating, loss of warranty, access to site issues and delays to the Government. This Notice of Intent is not a request for Sources Sought, Expressions of Interest (EOIs), proposals or quotations. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data, applicable technician certifications and technical data sufficient enough to determine that a comparable source to the Government is available. The Government will be the sole determiner regarding an offeror's ability to meet all requirements. The Government will consider all EOIs received prior to 7 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This purchase will be under Other Than Full and Open Competition as authorized under FAR 6.302-1.
