The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source purchase order to Tecan U.S., Inc., 9401 Globe Center Drive, Morrisville, North Carolina, 27560 for one (1) Fluent 480 Automation Workstation. Based on market research, it has been determined that Tecan U.S., Inc. is the only source available to meet the FBI’s requirements and no other supplies or services will satisfy agency requirements. Tecan U.S., Inc. does not have any authorized resellers. This notice is not a request for competitive proposals. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (NOV 2021): FAR clause 52.212-2, Evaluation Commercial Item (NOV 2021), FAR clause 52.212-4 Contract Terms and Conditions Items (NOV 2021); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2022). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (NOV 2021). The FBI intends to negotiate with only one (1) vendor under the authority of FAR 6.302-1, [Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements]. Interested parties may identify their interest and capability by responding to this requirement by March 24, 2022, at 11:00 AM, (EST). Emailed responses will only be considered. No phone calls. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with provided capability information will be provided.
