This is not a solicitation or request for offers. The Federal Bureau of Investigation (FBI) intends to award a sole-source, firm-fixed price contract to: SoftGenetics, LLC, 100 Oakwood Avenue, State College, PA, 16803 for a one (1) year license renewal of SoftGenetics GeneMarker High Throughput Sequencing (HTS) Forensic NGS Software. SoftGenetics, LLC is a small business concern. GeneMarker HTS software provides a validated streamlined workflow for forensic mtDNA and STR/YSTR data from massively parallel sequencing platforms (MPS). The FBI’s Laboratory Division currently utilizes GeneMarker HTS software to sequence mitochondrial DNA (mtDNA) data generated by Next Generation Sequencing (NGS) instruments. The FBI’s validation efforts have demonstrated that the GeneMarker HTS software efficiently handles 1000 fold increase in NGS data quantity, employs specialized high volume analysis data algorithms suitable for forensic applications, and supports mtDNA sequence data produced by all NGS platforms. GeneMarker HTS is the only mtDNA specific NGS software with specific motifs to analyze circular genome data, the capability to export variants for import into EMPOP, and the ability to use PHI sequences in alignment but block the display and export of personal health information when the entire mtDNA genome is analyzed. It is critical that the Laboratory Division renew their GeneMarker HTS licenses as this software is required for continued mtDNA casework analysis. The GeneMarker HTS software is a proprietary product only available from SoftGenetics. In addition, SoftGenetics is the only authorized vendor to perform software maintenance. In Fiscal Year (FY) 2020, the FBI awarded Purchase Order (PO) Number 15F06720P0000756 to SoftGenetics, LLC for the renewal of eleven (11) GeneMarker HTS licenses. Vendors must be registered in the System for Awards Management (https://sam.gov/SAM/) to receive Government contracts. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement by April 22, 2021 at 10:00 AM, (EST). Emailed responses will only be considered. No phone calls. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
