A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1); “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” This notice is published for informational purposes only, and is not a request for competitive quotes. THIS IS A SOLE-SOURCE REQUIREMENT. The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price, twelve-month, purchase order to: Bloomberg Finance, L.P., 731 Lexington Avenue, New York, NY, 10022 for the renewal of one (1) Bloomberg Anywhere Single Subscription and one (1) new Bloomberg Anywhere Single Subscription. The FBI awarded Purchase Order Number 15F06720P0001682 to Bloomberg Finance L.P. on August 19, 2020. The FBI, Criminal Investigative Division (CID) requires an internet-based subscription product for real-time financial information for the private and public sector. The nature of CID’s investigations and the sophistication of their targets require readily available and advanced analytical tools to be successful. The unit will leverage the product to analyze the environment for corruption and asset identification, and to gather intelligence to identify and develop cases. Components and unique requirements include: corporate information; overview of corporate actions; legal information; congressional data; U.S. Federal Agency information; analysis of Federal Agency spending; and Federal contracting. This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The government intends to use FAR Parts 12.6 and 13.5 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these items is 519130; Internet Publishing and Broadcasting and Web Search Portals. The size standard is 1000 employees. Vendors must be registered in the System for Awards Management (https://sam.gov/SAM/) to receive Government contracts. Interested parties may identify their interests and capability to respond to this requirement by August 13, 2021 at 10:00 AM, (EST). Emailed responses will only be considered. No phone calls. No solicitation document is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm’s Dun and Bradstreet number and their Business Size. Information received will be considered solely for the purpose of whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
