The Federal Bureau of Investigation (FBI) intends to award a sole-source, firm-fixed price contract to: Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA, 92008 for on-site preventive maintenance, proactive instrument monitoring, and on-site repair services of Thermo Fisher Scientific laboratory instruments. In order to sustain reliability and maximize instrument performance, these systems must be properly maintained for optimal functionality. A preventive maintenance contract is required. The Life Technologies Corporation AB Assurance 1 PM and AB Extended Care 1PM plans are dedicated to keeping precision instruments tuned, qualified, and running flawlessly. These platforms are highly complex and sensitive instruments. The software installed and utilized on these instruments are proprietary. Life Technologies Corporation service engineers are the only certified and factory trained engineers available to service these laboratory instruments. These laboratory instruments include, but are not limited to; Ion S5 Sequencer, 3500xL Genetic Analyzer, 3130xl Genetic Analyzer, COPAN 200, and the 7500 Real-Time PCR System. This acquisition is being solicited on an unrestricted basis. The North American Industry Classification System (NAICS) is 811219 with a business size standard of $22M. A quotation will be requested from Life Technologies Corporation using Simplified Acquisition procedures under FAR Subpart 13.5 for a base year with the potential for four (4) one (1) year options. The FBI intends to negotiate with only one (1) source under the authority of FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. No telephone inquiries will be accepted. Responses to this notice are voluntary and costs will not be reimbursed. Responses to this notice will not be returned.
