The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Oklahoma State University (OSU) , Center for Fire & Explosives, Forensic Investigations, Training & Research (CENFEX) for the purpose of a one week educational course on Forensic Ordnance Identification and Recognition for (18) participants, to be delivered before 09/30/2019. The course includes: on-site seminar consisting of lectures, case studies, discussions, research assignments, practical demonstrations and exercises. OSU is a full accredited institution that offers a range of courses which are applicable to the Special Agent Bomb Technician (SABT) community and a graduate-level degree specialty track in Arson and Explosives, Firearms and Toolmarks, Master of Science in Forensic Degree. Based on market research, it has been determined that only this procurement action can be facilitated with Oklahoma State University based on the content and length of the class and the ability to meet advanced education requirements for the SABT community. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.
