The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Adams and Associates, Burke, Virginia for nonverbal/interpersonal communication analysis and human development training. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, and the North American Industry Classification System (NAICS) is 611699 with a business size standard of $11 million. This notice is not a request for competitive proposals. The FBI will utilize Simplified Acquisition procedures to acquire these training services. This will be a fixed price purchase order. Based on FBI market research, it has been determined that Adams and Associates is the only source to meet the unique and highly specialized FBI training requirement and no other services will satisfy the agency requirements. The Government intends to solicit and negotiate with only one source under the authority of 41 USC 3304(a)(1). The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial Items (OCT 2018): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2019). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (OCT 2018). The full text of clauses can be obtained at Web Site http://www.arnet.gov/far. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
