The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Phillips Corporation, 7390 Coca Cola Drive, Hanover, MD 21076 for the purpose of purchasing a Haas UMC-750SS CNC Machining Center and the Haas DS30-Y CNC Lathe. This equipment is solely manufactured by Hass Automation, Inc. and sold exclusively through Phillips Corporation, Federal Division. Haas equipment utilizes the same type of controller. The FBI currently owns and operates three (3) other Haas CNC machines and having the continuity of controllers throughout the shop is critical. There are many other companies that manufacture CNC machines, each using their own controllers. These controllers require different methods of programming and manipulation for parts manufactured on those machines. Having multiple machines with the same controller type allows for easily switching between machines to fabricate parts without the need to reprogram or modify the parts. The resultant contract will fulfill the FBI’s requirement to fulfill fabrication needs. This contract action is authorized by 41 U.S.C. 253( c)(1) in accordance with FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” for equipment manufactured by Haas Automation, Inc. and sold exclusively through Phillips Corporation, Federal Division, prohibiting other manufacturers and resellers from competing for this requirement.
