The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one-time, sole source basis to: Yankee Microwave, Inc., 290 Naples Road, Harrison, Maine 04040 for the purpose of installing a new active antenna system on a communications tower located at 25.971111N, -80.20889W. The FBI will procure services to properly hang, secure, ground and peak three (3) government provided antennas, four (4) government provided LMR400 cables, and remove one (1) antenna dish at Golden Glades Tower, Miami Gardens, Florida. The tower is a nine hundred eighty-two foot (982’) tower with equipment being installed and removed from the 982’ section. Specialized winches, rope and taglines are required to raise and lower the equipment to the 982’ level. The Department of Justice’s ACRx project is also unique and located at the top of the tower, requiring a more elaborate rigging system plan. The tower owner, Industrial Communications, has specified that any tower work installation on the Golden Glades Tower must be done by one of their pre-approved vendors. Yankee Microwave is an approved vendor that meets the insurance requirements, possesses a valid Motorola R56 Installer Certification, and has the ropes, taglines and winches to install and remove equipment at the 982’ level. Extensive market research, site surveys, and RF modeling were performed to determine the most cost effective and technically acceptable location for an ACRx node that has visibility of both the FBI Miami Field Office and the ACRx node area of interest. The resultant contract will provide for the installation, modification, decommission, and repair services for the Golden Glades Tower. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
