PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a sole source, fixed-price contract to Helm, Incorporated for subscription services. The Ford Fleet Publications and Traioning is a subscription service to the fleet.ford.com internet site to allow the FBI to perform warranty work, pre-delivery inspection, and allow access for the FBI Automotive Technicians to manufacturer updates, maintenance and repair information, manufacturer specific technical service bulletins, manufacturer recall information, and manufacturer specific training. This information is required to support the technician's -performance of maintenance and repair requirements of the Automotive Maintenance and Repair Program. This specific Original Equipment Manufacturer (OEM) information (workshop manuals, wiring diagrams, and PC/ED manuals) and latest updated information is only available through Helm who is the authorized Ford Motor Company contact. Additionally, the site access provides specific manufacturer training for their products and systems as well as instantaneous access to the latest service and maintenance information. Ford requires technicians to have specific training, on-line pre-requisite courses and hands-on classroom training at regional Ford training centers, to perform warranty repair work and be authorized for vehicle pre-delivery inspection. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.beta.sam.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 13-106-1 (b). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement and proposal, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Specialist, Ricardo Tiggle by email. The email address is rtiggle@fbi.gov Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
