The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one-time, sole source basis to: Resolution Video Inc for the purpose of providing additional customized Video Recorder Kits and Resolution Video Field Kits. These kits have been vetted through numerous standards, test data sets, and environments to determine that they best meet the requirements of the FBI. The Digital Imaging and Video Recovery Team (DIVRT) kits, which are exactly the same as those used in training, are being purchased to be distributed to FBI personnel who have been successfully trained in DIVRT for their use in the field for retrieving digital video. These kits are proprietary in nature and widely used across the FBI for collection of digital video evidence in support of casework. The kits must be the same design and make as the kits currently in use across the FBI. The resultant contract will fulfill the FBI’s requirement to train students on the use of these kits for digital video retrieval usage in the field. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
