The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one-time, sole source basis to: Concept Communications, Inc., 10250 Saddle Pointe Drive, Fern Creek, KY 40291 for the purpose of site preparation at the Elizabeth Tower, Elizabeth, Indiana. A structural analysis report detailing the failing portions of the tower and the material steel that would be needed to bring the tower to code was shared with Concept Communications, Inc. and it was decided that they would bring the tower to code for a one-time fee. Concept Communications, Inc. is the site owner and management company for Elizabeth Tower and as such can dictate who has access to the tower. The resultant contract will fulfill the FBI’s requirement to find an acceptable location for an ACRx node that has visibility of two areas of interest in support of FBI investigations. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
