The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Alliance for Telecommunications Industry Solutions (ATIS), 1200 G Street, NW, Suite 500, Washington, DC 20005 for the purpose of promoting effective telecommunications standards on behalf of the FBI through the Communications Assistance for Law Enforcement Act (CALEA). The U.S. Attorney General delegated responsibility to the FBI to represent all law enforcement agencies in maintaining lawful intercept capabilities in new technologies. The FBI requires membership within certain organizations that develop standards based on broadband providers, internet service providers, consumer electronic companies, equipment manufacturers and suppliers, applications providers, software developers and wireless and wireline service providers. The FBI must have voting membership rights to make effective standards development contributions to ensure law enforcement needs are met. ATIS membership includes participation in Cloud Services (CSF), Open Web Alliance (OWA), Packet Technologies and Systems Committee (PTSC), and Wireless Technologies and Systems Committee (WTSC). The resultant contract will fulfill the FBI’s requirement to evaluate telecommunications standards in the industry. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
