This Notice of Intent is NOT a request for competitive proposals. This is NOT a solicitation or request for offers. The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price contract to: Tecan U.S., Inc., 9401 Globe Center Drive, Morrisville, NC, 27560 for the: 1) online FluentControl training class; and 2) the 3-day Liquid Handling Basic training class at Tecan’s NC facility. The Laboratory Division (LD), Federal DNA Database Unit (FDDU) is responsible for processing known DNA samples of Federal Convicted Offenders, Arrestees, and non-U.S. citizen Detainees. The FDDU has six (6) Tecan robots online and these robots perform reagent preparation as well as the amplification preparation. These automated instruments are highly specialized and require users to be trained in their functions and processes. Tecan offers specific training to their robotic platform which is what LD users need to perform their daily job duties. These training classes from the manufacturer will give the biologists and examiners hands-on experience with updated software and troubleshooting which will assist in a smooth implementation process. It is imperative that any new Biometrics Analysis Section (BAS) personnel be trained in this technology as well as the instruments and software created by Tecan. Tecan makes the systems and software, and therefore provides the appropriate and required training for these products. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. Vendors must be registered in the System for Awards Management (beta.SAM.gov) to receive Government contracts. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement by April 2, 2021 at 11:00 AM, (EST). Emailed responses will only be considered. No phone calls. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
