In accordance with FAR 13.106-1(b)(1), it has been determined by the Contracting Officer, that the Excellence in Law Enforcement-based Victim Assistance Training and Enrichment (ELEVATE) Program Training Development, is available from only one source, and competition is precluded as there are no substitutes currently available. This requirement will be awarded to the University of Virginia, which is currently in an active Memorandum of Understanding (MOU), Contract #C7005 with the FBI. The University of Virginia will provide technical advisory services to the FBI for FBI training.
