The U.S. Department of Justice, Federal Bureau of Investigation (FBI), has prepared this justification for other than full and open competition for the purchase of COVID 19 Testing and Support Services that include diagnostic testing for Polymerase Chain Reaction (PCR) and/ potentially Immunoassay (IgM/IgG) on a routine basis at the FBI Academy in Quantico, Virginia. This action involves a sole source letter contract to be definitized in accordance with regulation. The contract was issued, on June 2, 2020, to Logistics Health, Inc (LHI) for COVID 19 Testing and Support Services at the FBI Academy in Quantico, Virginia, for a period of one year. The FBI determined that, to meet the urgent and compelling nature of the FBI’s requirements, it was necessary to issue a letter contract to initiate testing services while working towards a definitized contract.
