The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Albireo Energy under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to procure a one (1) year contract with four (4) option years for proprietaty comprehensive maintenance for the Building Automation System located at the FBI Academy, Quantico, VA. The contractor shall provide all parts, labor, technical support and training necessary to support the FBI Academy's Building Automation System. Based on extensive market research conducted with knowledgable individuals in the Government and the related industry, Albireo Energy is the sole provider of service agreements covering their products. This system has been specifically designed for use at the FBI Academy and supported solely by Albireo Energy with their proprietary hardware and software. This Notice of Intent is not a request for competitive proposals. Interested parties are advied that no solicitation document is availble for this requirement, however they may identify their interest and capacity by submitting a capability statement by 12:00 PM EST, Wednesday, 22 April 2020. The capability statement must reference FBI Number DJF-20-2100-PR-0003781. The capability statement shall be delivered to Chelsea Odham via email at cmodham@fbi.gov. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed conract based upon response to this notice is solely within the discretion of the Government.
