The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Santor Security Inc., 10440 av Henault, Montreal, Qc, H1G 5R4, Canada for the purpose of providing the SNR-UNG52-B Santor UNG52 Speech Protector which is a proprietary product only available from Santor Security, Inc. The Santor UNG52 is capable of protecting conversations from voice recorders (analog or digital), microphones, and direct human listening. The Santor UNG52 is an audio microphone disrupter. It is a single unit non-invasive countermeasure device that has two protections modes – ultrasonic and acoustic. The resultant contract will fulfill the FBI’s requirement to disable audio devices that are typically included in video devices. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
