The Federal Bureau of Investigation has a sole source requirement to procure services that will provide the Exploitation Unit (XU) the Dynamic Automated Range Technology (DART), free of charge. DART will supplement XU’s current manual software testing process with the vast automation capabilities available within the system. It provides the capability to develop a robust and detail-oriented cyber experimentation environment and tools to execute large scale, finely grained, choreographed tests and experiments that are both repeatable and reconstitute-able that would be difficult and costing to rely solely on manual interactions. This task will also provide the installation, configuration, feature improvement, integration at a XU’s facility and various levels of testing and support. This task order will be awarded under the multiple award Indefinite Delivery Indefinite Quantity VAIL II contract, 15F06719D0002023. The period of performance will be 60 months (Base plus four Option years) commencing at time of contract award. Contract type will be Cost Plus Fixed Fee. This procurement is restricted to the only known approved source: Lockheed Martin Corporation, 13650 Dulles Technology Drive, Herndon, VA 20171 (CAGE Code 4MZH8). The statutory authority permitting the justification for exception to fair opportunity is FAR 16.505(b)(2)(i)(B) - "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."
