The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Range Systems under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to Deliver and install SMASH House System located at the Federal Bureau of Investigation (FBI) Academy, Quantico, VA. The contractor shall load, transport, and dispose of all existing steel and rubber. Deliver and install their proprietary SMASH House System which consists of 3/8 inch thick AR 500 ballistic steel wall panels and 2 inch thick Dura-Panel rubber on both sides. This will be installed in accordance with a predetermined and agreed upon floorplan throughout the first level of the Tactical Firearms Training Center (TFTC). This will also include 4 stairwells to accommodate the future installation of a second floor. Also to include one (1) vertical support I-beam that will provide the necessary additional structural support to a second floor, when that additional floor is constructed in the future. This work will be located within the FBI Critical Incident Response Group/Tactical Section. Based on extensive market research conducted with knowledgeable individuals in the Government and the related industry, Range Systems is the sole provider of the Dura-Bloc, Dura-Panel, and Acoustic Dura-Panel products. This Notice of Intent is not a request for competitive proposals. Interested parties are advised that no solicitation document is available for this requirement, however they may identify their interest and capacity by submitting a capability statement by 12:00 PM EST, Friday, 12 April 2019. The capability statement must reference FBI/FAU Number DJF-19-2200-PR-0001141. The capability statement should be sent to Vontrice Pearson via email to vmpearson@fbi.gov. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
