The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: European Telecommunications Standards Institute (ETSI), 650 Route des Lucioles, 06921 Sophia Antipolis CEDEX, France for the purpose of making effective standards developments contributions to assist law enforcement. The FBI requires membership within certain organizations that develop standards based on broadband providers, internet service providers, consumer electronic companies, equipment manufacturers and suppliers, applications providers, software developers and wireless and wireline service providers. The FBI must have voting membership rights to make effective standards development contributions to ensure law enforcement needs are met. The resultant contract will fulfill the FBI's requirement to evaluate telecommunications standards in the industry and make sure that law enforcement needs are heard. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
