PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Firm-Fixed Price contract with ANSI-ASQ National Accreditation Board, LLC, 600 N Plankinton Ave SE 300, Milwaukee WI 53203, for an initial accreditation and reaccreditation assessment as required of its seventeen (17) Regional Computer Forensics Laboratories (RCFLs). The government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) website (www.fedbizopps.com). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541990 All Other Professional, Scientific, and Technical Services; the size standard is $15M. The FBI intends to award a non-competitive, sole-source contract to the ANSI-ASQ National Accreditation Board (ANAB), LLC., for accreditation assessment of its RCFLs based on current DOJ requirement. The required services includes the attainment and maintenance of the ANAB accreditation, which encompasses a four year cycle consisting of an initial assessment, an off-site review, and also surveillance visits. This accreditation will allow the RCFLs to accomplish their mission of support to Federal, State and local law enforcement agencies through scientific analysis of digital evidence. The attainment and maintenance of the ANAB accreditation services are being procured under FAR 13.5 Simplified Acquisition Procedures. Based on extensive market research conducted with knowledgeable individuals in both the Government and the related industry, only one responsible source can provide the requested services. The FBI Laboratory is currently accredited by ASCLD/LAB-International. At the continuing direction of the FBI Director and according the Laboratory Division strategic plan, the RCFLs must attain and maintain the same accreditation with ANSI-ASQ National Accreditation Board, LLC This notice of intent is nor a request for competitive proposals. However, interested parties may identify their interest by submitting a capability statement by 5:00 PM EST, May 15, 2019. The capability statement must reference solicitation number DJF-19-1800-PR-0000954. The capability statement should be e-mailed to the contracting officer at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The sole source Justification and Approval (J&A) supporting this procurement is available upon request. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines.
